What America needs right now in order to “Cut Spending” is to STOP growing TOBACCO. Stop the sale and Production of any and all Tobacco Products and Put all of the Tobacco Companies and Drug Companies out of Business forever. That would surely help to cut spending because people would not be able to buy anymore cigarettes or buy anymore Drugs. Oh they would be angry for months but then maybe they would all be thankful later on.
